Some of the quality is pretty ordinary but it was made a long time ago. It is not an encoding issue, its on the DVD. The ratio of these episodes makes no sense since they were made as widescreen instead of the 4:3 ratio the episodes were made in for TV. All the faces, etc are all scrunched up to look look disfigured.
